India crossed 1,000 operational metro kilometres this month — only China runs more — and the more useful question is the forward map.
Under construction now: the second thousand — Pune and Bhopal extensions just opened, with Surat, Agra, Indore, Patna and Coimbatore phase-ones in build, and mega-expansions underway in the big four.
The template that made it repeatable: the 2017 standardised policy — common financing splits, standard rolling stock Indian factories build for ten cities at once, and 50:50 special-purpose vehicles that survive elections on either side. Urban rail became an industrial product; three coach plants now export trainsets.
The honest ledger: several younger networks run under ridership projections, and fare-boxes outside Delhi and Mumbai need the land-value-capture instruments cities keep deferring. The National Common Mobility Card helps; feeder buses fill trains, and remain the unfinished chapter.
